BMI View: North Korean Prime Minister Kim Yong Il's visit to Vietnam suggests that Pyongyang is considering the latter country as a potential role model for its own stalled reforms. However, even if Pyongyang is serious about reform, it will take years before North Korea can match Vietnam's success.
