Bomb attacks were carried out in three southern Philippine cities on January 10, just days before the January 13-15 summit of leaders from at least 16 Asian countries in the central city of Cebu. While there have been no claims of responsibility, officials suspect Islamic militants carried out the attacks to sabotage stagnant peace talks between the government and the country's largest Muslim separatist group, the Moro Islamic Liberation Front. Violence in the south has been long running, and the recent attacks do not affect our political ratings.
