In a major blow to President Glorio Magacapal Arroyo, the Supreme Court ruled against holding a plebiscite for adopting a parliamentary form of government ('Cha-Cha'). The ruling could mean a six-year delay, when the next batch of newly-elected senators take office, before a possible transition from the current US-style presidential system.
