The Philippines' House of Representatives, the lower house of Congress, has begun considering fresh impeachment charges against President Arroyo, which contain allegations of corruption, vote fraud and human rights violations. The house's justice committee has until the end of September to consider whether the allegations are sufficient to send the trial to the Senate, where the opposition has a slight majority. However, since the House of Representatives is dominated by Arroyo supporters, we continue to expect that the motion will
