Indonesia, Asia's only member of the oil producers' cartel OPEC, is facing severe fuel shortages - a situation which could trigger political unrest. In June, Pertamina, the state-run oil firm, skipped its monthly oil tender because the government was late handing over subsidy payments to pay for costly imports. Pertamina says it will import a higher-than-usual 14.5mn barrels of oil in September in a bid to boost national stocks.
