The growing co-operation between Pakistan's former prime ministers Benazir Bhutto and Nawaz Sharif has taken an important step with the signing of a 'charter of democracy'. The agreement signed by the two exiled opposition leaders in London, stresses the need to limit the role of the military in politics and establish a clear chain of command over nuclear arms.
