The Indian government is proposing a package worth approximately INR34bn (US$733.68mn) under its development agenda to tackle the threat from the Naxalite insurgency. The amount will be used to upgrade the infrastructure of 34 districts that are worst affected by Naxal violence. Naxal attacks have increased in recent months despite the use of military forces to quell the insurgency. In our view, this package serves as a way to deter locals from sympathising with the Naxalites.
