The anti-terror campaign in Indonesia, with US-trained forces at its core, has come under fire because of its high kill-to-capture ratio. The latest attention is focusing on the May 12 operation in east Jakarta in which three terrorist suspects were killed. Indonesian forces kill one suspect for every four arrested. The killings, besides raising human rights concerns, run the risk of inciting Islamist propaganda, negate the chances of collecting evidence on the suspects' networks and blemish an otherwise highly praised campaign that has witnessed hundreds of suspects arrested and convicted.
