A top Chinese official in Hong Kong has raised the stakes in the debate over democracy in the Special Administrative Region (SAR). Peng Qinghua appealed for pro-democracy protests to remain peaceful and the central government warned that it could resort to sending troops to the SAR if demonstrations get out of hand.
