Tharoor Issues Terror Warning

India's Minister of State for External Affairs, Shashi Tharoor, has declined to hold any talks with Pakistan until the latter undertakes a 'vigorous prosecution' of those accused of the 2008 Mumbai attacks. In addition, Tharoor demanded Pakistan dismantle terrorist structures as the first step towards resuming dialogue between the two sides.
