Charter Change Still On The Table For Next President

The issue of constitutional charter change (cha-cha) continues to muddy the waters ahead of the May 2010 presidential elections. President Gloria Macapagal Arroyo appears to still harbour ambitions to pass the controversial bills, but has likely realised that this will not be possible before the presidential polls. This puts the issue on the table of the next president, with recent opinion polls showing the race for the presidency being tighter than ever.
