May 2006 | Ratings UpdatePresident Roh Moo Hyun has proposed holding a summit with North Korean leader Kim Jong Il ‘at any time, anywhere, to talk about anything.’ Roh added that he is prepared to ‘make considerable concessions.’ The comments underscore South Korea’s increasingly conciliatory approach to its northern neighbour. Such a gesture could help to frustrate American attempts to force North Korea back to the negotiating process. The South Korea offer also complicates the increasingly tense Seoul-Washington relationship
