Nuclear Road Map

North Korea has proposed a ‘five-stage road map’ for abandoning its nuclear weapons, according to South Korea’s unification minister. Under the plan, North Korea would first halt plans for any nuclear test and stop the transfer of nuclear material to other nations. Following that, it would agree to halt production and dismantle its nuclear facilities, before finally rejoining the Nuclear Non-Proliferation Treaty, accepting international safeguards. Although the five-step plan seems encouraging, North Korea says it will not move until America first offers concessions on security guarantees and energy aid. The fifth round of negotiations, expected to resume in January, are unlikely to see a quick breakthrough.
