Diplomats from the Association of South East Asian Nations (ASEAN) have completed the first draft of a landmark charter, which could pave the way for the creation of a rules-based community. Until now, ASEAN has operated without a constitution, choosing instead to rely on informal diplomacy and decision making by consensus.
