Diplomats from the Association of South East Asian Nations (ASEAN) have completed the first draft of a landmark charter, which could pave the way for the creation of a rules-based community. Until now, ASEAN has operated without a constitution, choosing instead to rely on informal diplomacy and decision making by consensus. For this reason, the US and EU have derided the group for not doing enough to get involved in the internal affairs of member states such as putting political pressure on Myanmar's military rulers to end democratic and human rights abuses.
