Philippine President Gloria Macapagal Arroyo made her seventh annual State of the Nation address on July 23, taking the opportunity to champion the economic progress the Philippines has made under her stewardship, and to set out her agenda for her remaining three years in office. Arroyo was quick to condemn the extrajudicial killings of political activists and journalists that have tarnished her administration's record saying 'it's never right to fight terror with terror', although some will view this comment as somewhat hypocritical following the passing of the Philippines' new anti-terror law on July 15, which has been criticised by some
