The central government is due to soon announce who will be second in command to Hong Kong's Chief Executive Donald Tsang. According to local press, Beijing is expected to announce Henry Tang Ying-yen, current financial secretary, as the chief secretary for administration, while his post will be filled by Chief Executive's Office director John Tsang Chun-wah. Hong Kong enjoys only limited autonomy following the handover from British rule ten years ago and, as the sovereign power, Beijing retains the right to choose the territory's senior
