Taiwan has appointed Chen Ming-tong as the new chief of the Mainland Affairs Council, which overseas diplomatic relations with China. In a sign of toughness, Chen said in mid-April that Beijing's refusal to recognise Taiwan's separate identity was the main obstacle to better cross-Strait ties.
