Human Rights Doubts

US-based Human Rights Watch (HRW) has questioned the conclusion of a the US undersecretary of state for population, Ellen Sauerbrey, that ethnic minority Montagnards, who were repatriated from Cambodia last year, have not been harassed by the authorities. HRW claims that it has spoken to returnees who have been threatened and beaten. Vietnam's human rights credentials have been further blighted by the government's recent decision to prevent the Norwegian-based Rafto Foundation to present its human rights award to Thich Quang Do, deputy leader of the outlawed Unified Buddhist Church of Vietnam.
