Infighting Puts Transition To Democracy In Doubt
February 2007 | Political OutlookThe ruling State Peace and Development Council (SPDC) has grappled with how to react to the international pressure for democratic reform. A plan for a transition towards democratic rule was announced in 2003 but not much has happened since. Some progress appears to have been made lately and a draft for a constitution could be up for a referendum at the end of the year. However, infighting among the leading generals has put the whole project in doubt, at the same time as a new opposition force has emerged.
