Prime Minister Nguyen Tan Dung visited the Philippines in mid-January to attend the 12th Summit of ASEAN. In a speech at the meeting he pressed for faster regional integration and expressed his desire for an ASEAN charter that takes into account common values to harmonise national and regional interests. The charter is a contentious issue for the group. A more formal framework would enhance ASEAN's political importance, but there is debate over whether it should allow for greater intervention in the domestic
