Meeting on the sidelines of the Asia Pacific Economic Cooperation (APEC) summit in November, South Korean President Roh Moo-hyun told Vietnamese President Nguyen Minh Triet of his desire to have South Korean firms build as many as four nuclear power plants planned by energy-craving Vietnam. Roh took advantage of the summit to strengthen political and economic ties between the two countries by offering Vietnam the much-needed foreign investment it requires to meet surging energy needs fuelled by a rapidly expanding economy.
