The government is hoping to re-start stalled negotiations with the country's largest Islamic rebel group, the Moro Islamic Liberation Front (MILF). The group is considering a counter offer to a proposal by the government to expand the areas to be covered by the planned ancestral homeland for Muslims in the south. The authorities submitted a fresh initiative on November 9, after talks were stalled in June by disputes over the size of the proposed homeland.
