Cambodian lawmakers have passed a law imposing military conscription for all men between 18-30. The measure is a stinging rebuke to international donors who have long advocated for reduced military expenditure and a radically downsized payroll. The government is arguing that a stronger military was necessary to earn the respect of neighbouring states, in spite of reports that the Chinese military was under the impression that cuts were in the offing.
