Taiwanese President Chen Shui-bian has proposed that Japan enacts a law similar to the Taiwan Relations Act - a 27-year old US bill that ties Washington to protect Taiwan against threats from mainland China - to guarantee tighter relations. The move has further strained cross-Strait relations, which have already deteriorated significantly under Chen's rule. Beijing and Tokyo have diplomatic relations, which, despite being under pressure, prevent Japan from establishing formal relations with Taiwan. Japan and the US last year identified Taiwan as a mutual security risk, angering Beijing. Officials also expressed concern over China's an anti-secession law, passed in March
