The National Assembly's decision to approve Prime Minister Hun Sen's proposal for a reshuffle of senior government officials in October, reinforces our view that little has changed in Cambodia to diminish its atmosphere of political oppression, leading us to keep our political risk rating unchanged at 60.0. The motion, which would primarily affect co-ruling FUNCINPEC officials, can be seen as a rebuke to party chairman Prince Norodom Ranariddh's outspoken criticism of the government's inefficiency and corruption, and underscores its unwillingness to tolerate any meaningful political discussion.
