The issue of whether Pyongyang will conduct a nuclear test is at the forefront of our attention, as North Korean leader Kim Jong Il reportedly prepares to visit China, and his country celebrates the 58th anniversary of its establishment on September 9. US agencies have for several weeks been reporting signs of activity in north-eastern North Korea which they believe may be preparations for a nuclear detonation. South Korean authorities have played down such speculation, but have nonetheless cautioned the North against a test.
