Hong Kong Chief Executive Donald Tsang has announced proposals for a system to endorse potential candidates for the executive office, marking a step forward towards direct elections for the territory's political leader. The subject of universal suffrage is a dominant issue in Hong Kong, and Tsang has faced criticism in the past for being slow to enact constitutional reforms.
