Vote-Rigging Allegations To Persist

The official at the centre of allegations that President Gloria Arroyo rigged the May 2004 presidential election has surfaced after almost six months in hiding. Former election commissioner Virgilio Garcillano on November 27 gave a television interview in which he said Arroyo won the poll fairly. The interview will not end opposition claims that Arroyo cheated her way back to office by conspiring with Garcillano to ensure her victory by a million-vote margin. Still, Arroyo appears more secure in office following the defeat in September of opposition impeachment motions and the dwindling of street protests
