August 2005 | Risk SummaryThe Philippine opposition's bid to oust President Gloria Arroyo has moved to the House of Representatives, where members of the Rules Committee have until September 23 to decide whether to allow a second vote on a motion of impeachment against the president, who is accused of cheating in last year's presidential election. The first vote, held on July 25 as Arroyo called on Congress to back far-reaching constitutional reform, or charter change, failed to win sufficient support to send it straight to a Senate trial. The impeachment bid will fail, BMI believes, but Arroyo's troubles will not end there.
