Political risk is increasing in the Philippines as Congress begins hearing allegations that members of President Gloria Arroyo's family accepted payoffs from operators of an illegal numbers game, known as jueteng. The military went on red alert as thousands of protestors took to the streets of Manila on June 11 calling on Arroyo to step down. The jueteng investigation, which centres on claims that Arroyo's husband, son and brother-in-law received kickbacks from the jueteng bosses, comes at a difficult time for Arroyo. Her popularity ratings have fallen to the lowest level for any Philippine leader since the ousting of dictator
