September 2005 | Risk Summary

Cheam Channy of the opposition Sam Rainsy party has been sentenced to seven years in prison for illegally trying to form an armed group. The sentence, which was given after just one days court hearing, has raised questions about the independence of the Cambodian judiciary, which it is claimed has been used by the government to deliberately weaken the main opposition party. The verdict has been criticised by a number of western governments, who are amongst some of Cambodia's top aid donors. The verdict also questions whether the forthcoming Khmer Rouge genocide trial can be free and fair.
