March 2005 | Risk SummaryAfter 15 years in prisoner, two Lao political dissidents, former deputy economy minister Latsami Khamphoui and a former justice minister official Pheng Sakchittaphong, were released in December. The men, who were imprisoned after they called for an end to the ruling Lao People's Revolutionary Party's monopoly on power, have gone to France for medical treatment. The decision to release the men came as they reached the end of their sentence; the government is still opposed to any dilution of its hold on power.
