The Lao government has described a report by Amnesty International alleging atrocities by its soldiers against ethnic Hmong as a fabrication. It has suggested that the allegations have been conjured up by people wishing to undermine the administration, in particular to sour relations with the US in order to prevent it from granting Laos normal trade relations (NTR) status, which has been repeatedly delayed. There is an ongoing danger that US-Lao relations will suffer from differences over human rights, with an associated fall-out possible for trade
