August 2004 | Risk SummaryThe US House of Representatives has voted in favour of freezing non-humanitarian aid to Vietnam until there is an improvement in the country's human rights record. The bill, which also requires the support of the Senate to become law, accuses the Vietnamese government of pursuing 'a policy of harassment, discrimination, and intimidation' of its opponents. The ruling Vietnamese Communist Party objected to the announcement, saying that it ran against recent attempts between the two countries to normalise 'diplomatic, political and economic relations'.
