February 2004 | Risk SummaryThe Burmese ruling military junta, or State Peace and Development Council, is currently holding discussions with the last remaining rebel group in the country, the Karen National Union. Once negotiations are complete, the junta hopes to implement its long awaited 'road map' to democracy. However, critics of the plan claim the government is using the 'road map' to further marginalise support for Aung San Suu Kyi.
