International donors have pledged to provide Vietnam with US$2.84bn in development aid in 2004, an increase from the US$2.5bn pledged in 2003. The rise, which reflects increased donor confidence in Vietnam, came despite continued concerns over human rights abuses in the country, and growing scepticism over how the money is spent. Despite the fast economic growth and halving of poverty levels that Vietnam has experienced in the last 10 years, the country remains dependent on international donations to provide funds for its weak healthcare system, education reforms, and general infrastructure expenditure.
