Six months after the July 2003 elections, and Cambodia still has no government. The ruling Cambodian People's Party of Prime Minister Hun Sen came first in the elections, but fell short of the two-thirds majority needed to rule alone. Talks with the opposition parties, the royalist FUNCINPEC and Sam Rainsy parties have so far come to nothing. Despite the paralysis, Hun Sen continues to run the government on a day-to-day basis. However, until the deadlock is broken, key legislation, including ratification of the recent budget and entry into the World Trade Organisation remains
