May 2005 | Risk SummaryPakistan is hailing a breakthrough in its anti-terror campaign with the capture of Abu Farj al Libbi, a Libyan believed to be al Qaeda's third in command. Libbi, who surrendered to security forces in North West Frontier Province, is suspected of masterminding at least two attempts to assassinate President Pervez Musharraf in December 2003. Militants opposed to Musharraf's support for the US-led war on terror pose the chief risk to political stability in Pakistan today. Dozens of other suspected militants have been arrested in raids across the country since Libbi's capture on May 2, but some analysts have cast doubt
