Voters in Bihar, Jharkhand and Haryana sent mixed messages to the Congress party in February's state elections. In Haryana, Congress swept the Indian National Lok Dal from power after winning 67 of the local assembly's 90 seats. But the polls led to hung parliaments in the two north-eastern states of Bihar and Jharkhand. Congress' governor in Jharkhand triggered an uproar on March 3 by swearing in a government led by the Jharkhand Mukti Morcha, a member of the Congress-led United Progressive Alliance coalition, even though the main opposition Bharatiya Janata Party (BJP) won more seats.
