January 2004 | Risk SummaryIndia and Pakistan have agreed to begin talks in February aimed at resolving their outstanding differences, including the future of the disputed Himalayan region of Kashmir. Indian Prime Minister Atal Behari Vajpayee and Pakistani President Pervez Musharraf made the breakthrough at the end of a three-day regional summit on January 6. Tension between the two nuclear-armed neighbours has eased considerable since early 2002, when an attack on the New Delhi parliament brought them to the brink of war.
