The proposal was made during November, at the latest round of six-party talks aimed at persuading North Korea to dismantle its nuclear programme. Under the plan, North Korea would first halt plans for any nuclear test and stop the transfer of nuclear material to other nations. Following that, it would agree to halt production and dismantle its nuclear facilities, before finally rejoining the Nuclear Non-Proliferation Treaty, accepting international safeguards.
