November 2005 | Risk SummaryThe Hong Kong government unveiled a package of reforms in mid-October aimed at making elections for the territory's leader and legislators more democratic. However, pro-democracy leaders in the territory condemned the plan, complaining that it did not contain a roadmap towards universal suffrage. Chief Executive Donald Tsang called for non-partisan support of the package of reforms, claiming that the changes would eventually lead towards the end goal of full democracy.
