Cautious Welcome To Nuclear Deal

North Korea's announcement in September that it will give up its nuclear weapons programme and return to the nuclear Non-Proliferation Treaty (NPT) is a welcome step towards resolving the long stand-off over Pyongyang's nuclear ambitions. However, the agreement is fraught with ambiguities and there are several major obstacles ahead that could still derail the negotiations.
