Six-party talks on North Korea's nuclear weapons programme are expected to resume in mid-September, after joint US-South Korean drills are over. The fourth round of discussions went into recess on August 7 and was scheduled to resume at the end of August. But North Korea has delayed the talks, blaming the annual war games between the US and South Korea which are designed to test the readiness of their forces. North Korea is also waiting to see the outcome of the summit between China and the US. By stalling for time, North Korea may hope that it will be harder
