The breakdown in talks follows a tense summit between leaders of the neighbouring countries that was largely dominated by squabbling over Tokyo's militaristic past. Although the summit was convened to co-ordinate efforts to halt North Korean nuclear proliferation, ongoing hostility could affect both regional peace and prosperity.
