A special session of China's National People's Congress (NPC) has ruled against the possibility of direct elections for the Hong Kong Chief Executive in 2007, and for universal suffrage for Legislative Council elections in 2008. The announcement, although expected, is a blow to pro-democracy activists in Hong Kong, who had been hoping that the installation of a more moderate Chinese leadership, under President Hu Jintao and Premier Wen Jiabao, would have led to faster progress towards full democracy.
