Slow Progress On Reform Of China's Northeast Rustbelt

China's northeastern rustbelt, home to some of the most violent outbreaks of unrest in recent years, is now attracting the attention of the government. BMI View: Reform efforts so far, however, have focused on addressing short-term problems, such as reducing poverty through big increases in infrastructure investment, without focusing on the underlying cause of the decline.
