February 2004 | Risk SummaryThe Chinese government concluded three days of talks with a Hong Kong government task force about constitution change in the former British colony in mid-February. In a statement released by Xinhua, the official Chinese news agency, Beijing warned that political change in the former British colony must be gradual. Despite the surprise decision to scrap controversial anti-subversion legislation in mid-2003, Beijing has been increasingly cautious about the prospects for introducing proper, meaningful democracy in Hong Kong.
