South Korea's leaders will continue during the next 12 months to beat the drum of electoral probity and remain insistent about the sincerity of their plans to clean up money-politics. BMI View: Campaign-finance reform will, it is true, make incremental progress, but there is little chance of South Korean politics ridding itself entirely of scandal and graft.
