The Philippine government on August 22 offered the Muslim rebel group Moro Islamic Liberation Front (MILF) the prospect of autonomy with an intention to sign a peace deal in order to end 40 years of insurgency. The offer was presented to the MILF, which claims to have a total of 12,000 members, during the first day of the three-day peace talks in the Malaysian capital of Kuala Lumpur. The peace talks are encouraging, but we expect the negotiations to be a long, drawn-out affair.
